| The Tendering Process

Oman LNG’s requirements for goods and services are met through the issue of new contracts or the renewal/reissue of old contracts. The competitive tendering process of Oman LNG consists of 3 stages:
- Publication of contracts
- Preparation of a bidder’s shortlist
- Invitation to Tender and Selection of preferred supplier/contractor
Stage 1: Publication of contracts
Advertisements are posted
- In local and national newspapers
- Oman LNG website
- Oman LNG’s Sur Town Office and the Wali of Sur’s Office.
Oman LNG publishes a list of pending contracts and materials’ supply needs on this website. If you are interested in one or more of the contracts listed here, check regularly in the national newspapers and this website for the start of the pre-qualification process. The flowchart below shows how we manage the publication process.

Stage 2: Preparation of a bidder’s shortlist
New and existing suppliers/contractors who have submitted the requested Contractor Information are screened by the company. Oman LNG representatives may visit/interview contractors to confirm that they are technically capable of undertaking the relevant contract(s). The same screening criteria are used to evaluate all suppliers/contractors being considered for Invitation to Bid for a specific contract.
Stage 3: Floating tenders and selecting a contractor/supplier procedure for competitive tendering Invitation to bid
Oman LNG will invite the contractors/suppliers approved in Stage 2 to present their bids for the contract under tender. It is essential that bids are submitted to Oman LNG by the date and time specified in the tender. Failure to submit a bid on the specified date and time will result in disqualification.
Evaluation of bids
The bids received are evaluated by Oman LNG in a two step process. Firstly, the adequacy of the technical submissions are evaluated and only those that are deemed “technically acceptable” will have their commercial bids considered. Bidders whose technical submissions have not been accepted will have their Commercial bids returned unopened. Secondly, the commercial bids of those suppliers/contractors who are technically acceptable are opened and the contract offered to the bidder offering the lowest total costs over the contract life-cycle.
Announcement of successful bidder
Oman LNG prepares the contract documents based on the scope of work contained in the Tender Documents, the technical requirements and the the bid received, including agreed clarifications.
The contract documents are offered for signing by both parties.
Unsuccessful bidders are notified after the award has been made.
